Does it upset you to see impossible rates advertised?

I have had many people call about rates advertised in the paper by some agencies. When finally getting the whole rate I normally find out that the rate does not even include the port and cruise fees. I do know tax is normally not advertised and sometimes availbility is not there but why so misleading? (It makes their phones ring!)
